I believe you need to purchase a reloading manual or 2.

Take any suggestions with great caution and work up to them in small increments while keeping a close eye for pressure signs.

Loadswap.com and handloads.com has some recipies. I've never tried, them, so I'm not going to repeat them and suggest they are safe, but they are there. There's a 700-x and a unique recipe.

With 200 grainers, use 4gr of W231. Should be a real sweet load.

My Lee reloading manual shows the following

700X 3.0 grains. That is both the start and never exceed load.

Unique 3.4 gr. start - 3.6 never exceed.

That is a very heavy bullet for a .38 so be super careful working up a load.
