Qualified with the PD for H.R. 218 Carry

A couple of weeks ago I qualified for the H.R. 218 carry card. Not that I'll ever carry in another state (I don't like traveling), but since I was the first retired officer at my old PD to be eligible for one I figured I'd get them in the habit of doing them. They were going to have me shoot a much abbreviated course of fire but since they were qualifying their officers at the same time they let me shoot the same course. In the last ~3 years I've fired less than 50 rounds, and that was just test firing my new M&P after receiving it this Feb, but I still scored 90% on the 50 rd course. It's pretty sad when an old dinosaur like me can still shoot better than half of the younger cops!

I retired on 4-30-10 (31.8 years), on 5-2010 my team (I was assigned to a fugitive task force) had quals so I went out to get my yearly qual taken care of. My "friend" the lead range master made me qual our 60 round course with two of the three weapons I wanted to carry (Springfield .45 and a M&P 45FS). They were trying a completely new course, 50 rnds, so guess what? I got to qual that one with the third gun. Only thing wrong was I was using a S&W 340pd 5 shot scandium frame with Gold Dot 38+P. My hand still hurts. But it still feels good keeping up with the FNG's

I shoot with some of the local LEO's quite a bit and have shot with all of them at one time or another over the years. The local LEO's here, all (older/younger) can more than hold their own on the range. Then I've been to the "city" shooting and wondered how some (some, not all), of their younger (city leo's) even qualified. ??? Often wondered if it has to do with growing up in the country over the city ?

Interesting, there should not be an "abbreviated" COF. This is what the law says:



`(B) a certification issued by the State in which the individual resides that indicates that the individual has, not less recently than one year before the date the individual is carrying the concealed firearm, been tested or otherwise found by the State to meet the standards established by the State for training and qualification for active law enforcement officers to carry a firearm of the same type as the concealed firearm.

Unfortunately our state has been lagging behind when it comes to the LEOSA, and up until June 10th of this year the state didn't, and basically still doesn't, have a "standard" for qualification. The state has saddled the Sheriff's & Chief's Association (WASPC) with the responsibility of addressing the LEOSA requirements. Here's what they say about it: "Although Washington does not have a single qualification standard, WASPC recommends that officers use the qualification course currently specified by the WA State Criminal Justice Training Commission." The qualification course they are now recommending is called "Basic Covert Carry/Off-Duty Proficiency Course". My guess is I'll be shooting this course for my next annual qualification.



One thing I noticed on the qualification sheet is they record the Make/Model/Serial #/Caliber and the Type or Manner of Carry. The LEOSA doesn't say anything about recording that info other than the concealed weapon has to be of the same type of weapon they qualified with such as; Semi-Auto, or Revolver.

Well, I guess that explains the confusion. It is just incredible that in todays litigious society that some states do not have a standard mandatory COF for active Officers.

I am certified to qualify retired Officers in NJ and I am not required to record any of that information.

I was running the 218 shoot for my department and this old guy walks up with a 2 inch colt revolver.........Now the thoughts through my head were not good mind you....I've seen a few of these guys missing the target and hitting the metal in front with their 2 inch revolvers . Every time he pulled the gun out his hand was shaking, but this guy nailed the center of the target each and every time all the way back to the 15 yard line. With 25 years on, I was feeling like a rookie when this guy walked onto the range.
